Turley was raised in Chicago as the youngest among five siblings. His father, John (Jack) Turley, held the position of an international architect and was a partner at Skidmore, Owens, and Merrill. Notably, he was the former associate of the renowned modernist architect Mies van der Rohe.
Turley has reflected on his father’s impact on his constitutional theories in his writings. His mother, Angela Piazza Turley, served as a social worker and activist, and she held the position of the former president of Jane Addams Hull-House in Chicago.
